COATS Random Testing Consortium Pool Option
 
The COATS policy does require owners to initiate a minimal amount of random testing. If the owner site(s) that you work on requires you to be responsible for the random, Midwest Toxicology Services can provide a random testing pool (consortium) to meet this requirement.

An explanation of how the consortium is designed to work is below:
  • Companies wishing to participate would initially submit a listing of employees to Midwest Toxicology that need to be in the testing consortium. An "add and delete form" would be used to keep the consortium informed of who needs to be added or deleted from the pool.
  • Midwest Toxicology will perform random selections (spread throughout the year to meet the 5% requirement) by using a computer-based random number generation program. The computer program will select random numbers. The random numbers are then matched up to corresponding employee identification numbers (usually social security numbers are used for identification) which ultimately would be matched to an employee name. The selection process would meet the same requirements that DOT has.
  • Once a random selection is completed, Midwest Toxicology would notify each company who had employees selected for random testing. Each company with employees selected for random testing during that testing period would be required to complete the testing of their employees who were selected.
  • If the testing was done through Midwest Toxicology, the COATS database would automatically enter the test in the COATS database and the employee's annual test date would be updated.
  • If the testing was done through someone other than Midwest Toxicology, the test result would need to be submitted to Midwest Toxicology for entry into the COATS database to update the employees test record.
  • End of year reports will be sent to each company which will indicate compliance with the 5% random testing requirement. This report could be presented to Patheon for verification of compliance with the 5% random testing requirement.
