| Contractors should develop a plan for verifying employee compliance with the COATS testing program. Suggested protocol includes: |
- Contact the database to verify employee card validity by:
- Calling database toll free at 1-800-358-8450 or 1-317-262-2200
- Fax a list of social security numbers and names to the database for confirmation of card status - Fax Number: 1-317-262-2222
- Access the database secure web-site to verify employee card status
- A user ID number and password must be set up to access the database - contact database to set this up
- Other contractor reminders
- The validity of new hire's drug cards should be verified prior to being sent to a jobsite. Remember - the mere possession of a card does not verify the worker has a valid test on file.
- The employee should have their COATS ID card with them at all times.
- Provide written confirmation of which company officials may contact the database to verify card validity or employee compliance.
- Make sure your subcontractors are aware of their responsibilities to comply with the COATS program.

| Contractor steps if audit identifies worker without valid card |
- Contact the database to verify employee card validity by:
- The contractor should contact the database to determine the reason for the "invalid" status.
- The contractor should obtain written permission, at the time of hire, to access this information from the COATS database and the COATS database may ask for proof of such documentation.
- If contractor isn't eligible to obtain this confidential information, the employee should be instructed to contact the database for assistance
- If it is invalid because the employee had not been previously tested, they must be tested.
- If it is because of a previous positive, adulterated, refusal to test or two consecutive diluted specimens, the contractor shall follow their Substance Abuse Policy procedures.
- Additionally, the employee must be informed of the COATS requirement of a 14 day waiting period and the Substance Abuse Professional's (SAP) documented fitness for duty requirements prior to re-testing. If the employee has documented proof that he/she does indeed have a valid card, it is his/her responsibility to contact the COATS database to resolve the issue.
