ACI/COATS Program
Services and Fees

The ACI/COATS program has retained the services of Midwest Toxicology Services, Inc. (MTS) to manage their program, maintain a database for all test records and issue all ID cards.
The services provided by this program to all participates are summarized below with the corresponding fees charged. This program has two fee structures depending on whether you have an existing drug testing provider or if you are planning to do testing through MTS.
Services & Fee Structure - Option 1
If you want all program services provided through MTS, a bundled fee of $59.95 per drug test is charged per test - the $59.95 pays for all the services outlined below.

Services provided with Option 1:
  • Drug testing services include:
    • The set up of local area collection facilities
    • On-site collection services may be arranged with minimum number of collections per on-site visit
    • Testing in a SAMHSA laboratory testing
    • Medical Review Officer (MRO) review of each test
  • Secure database with automatic entry of all test results into the database
  • Database entry of employee "training" history
  • Automatic issue of a ACI/COATS card on the initial negative test result
  • Assistance to employees on policy issues or violations - including:
    • Management of the "SAP" (Substance Abuse Professional) referral and return-to-duty process to include:
      • Contact information on a local area counselor (SAP)
      • Monitoring and managing the return-to-duty and follow-up testing including:
        1. Verifying the SAP letter has met program rehabilitation requirements
        2. Assisting the employee to set-up and take a qualifying return-to-duty test
        3. Notifying the employee of any follow-up tests that are required and monitor all aspects of completing the testing
  • Locating and verification of SAP providers to include:
    • Set-up of network of SAPs (Substance Abuse Professionals) in all areas covered by this program
    • Verifying credentials of SAP and placing them on an approved list
    • Monitor and periodically evaluate performance of SAPs used for this program
    • Verify credentials of any SAP that is used outside of the approved list
  • Management of other testing problems or issues:
    • Handling diluted test results - this includes contacting the employer and going over the dilute policy and providing instructions on retesting the employee
    • Handling refusals to test - this includes assisting the employer or employee with all steps associated with policy violation
  • Professional assistance and/or referral for assistance with policy review/development, random selections, education & training for employees & supervisors, etc.
  • Secure web based card verification system
  • On-going update and maintenance of database and web verification system
  • Toll free phone number for verifying database compliance and card validity
  • Administration of audits for owners or companies to verify employee compliance.
Services & Fee Structure - Option 2
If you already have a testing provider that meets the testing criteria of this program and you will be submitting those test results to the program administrator for database entry and ID card, a fee of $15.95 per test will be charged - the $15.95 pays for all the services outlined below.

Services provided with Option 2:
  • Secure database with automatic entry of any submitted test (called an "outside test") result into the database
  • Database entry of employee 'training' history
  • An ACI/COATS card will be issued
  • Assistance to employees on policy issues or violations - if needed will include:
    • Management of the "SAP" (Substance Abuse Professionals) referral and return-to-duty process to include:
      • Contact information on a local area counselor (SAP)
      • Monitoring and managing the return-to-duty and follow-up testing including:
